Visit the disqus site

Then click Get Started as shown below:

Fill in name, email and password

Then click  Sign Up

Select I Want To Install Disqus On My Site

Enter the url address of the  website or blog

Then select the appropriate category  for your website or blog, if you have clicked  Create Site

Disqus package options will appear, namely  Basic, Plus and Pro

Choose as you wish. If I choose Basic, after my friend selects the selected option

Choose  Blogger  if you use blogger
Once done, add a widget

If using a standard blogger template, first activate the Disqus comment system. To do this, open the menu on the template > Edit HTML > Find the following code.
